Fast track projects in oil and gas and also in building/commercial construction are using the cost plus format, essentially minimizing the conflict between owner and contractor, but this comes with some headache, what are the problems faced you in a cost plus contracts

من اكبر المشكلات التي تواجهنا في ادراة المشروع الذي
يدار بعقود النسبة المئوية على التكاليف (COST PLUS Contracts ) هو:

- عدم ثقة المالك في ادارة المشروع بشكل ما
واستمرار البحث والتنقيب عن الاسعار وعن الافضل سعريا
في حين ان الاقل سعرا قد لا يكون الافضل من حيث الجودة او زمن التنفيذ

- سحب بعض البنود اثناء التنفيذ والتي قد يكون لادارة المشروع ربحية فيها تغطي بنودا اخرى
فيسحبها المالك استنادا على نصوص بتخفيض 10% مثلا من قيمة العقد

NN, what make this kind of contract cumbersome is the paper work you have to show the owner, submitting all you prices, rates, and equipment cost every month or so, while you have to be careful for any mistake that may create mistrust!

Cost Plus Cntracts

Gentlemen,
in principle, (Cost +) contracts are based on one important factor (as the experts wrote in their book such as Prof. Collier Keith in his book construction contracts) that is the trust between the Employer and the contract.
this fundamental element is actually ignored (I don't know why) when such contracts are formulated in the real life. and I can tell this is the source of almost all problems.
from one side, the contract is reluctant (and he is right) to open his books to the Employers auditors to confirm the actual cost of the work.
on the other side, the Employers consultants, cost estimators,.....etc never stop in giving their advices on how to reduce the cost.
some of those advices will compare the contractors rates with the prevailing market rates (imagine the amount of problems in this case).
)other advices will (in many cases they are right
advise the Employer to deduct money from the contractor due to the mismanagement of work and the impact of this of the cost of work..

another major source of trouble is the definition of the word "cost" as well as the word "fee"
and I mean by this what will be included in the cost and what will be included in the fee.
