الغرض من هذه المشاركة هي محاولة شرح مفاهيم ادارة المشاريع و خصوصا ال Terms المتعلقة ب PMP .

اقدم لكم السيناريو التالي وارجو ان يكون نقطة بداية لمشاركت اخرى بواسطة الأعضاء الكرام.

A Project to Be Initiated

CCP Bank is an Emirati organization which is now considering investment in Sudan by constructing a multi-storey bank building branch in Elsiteen Street in Khartoum. The CEO of CCP bank has explained the business needs to the Board of directors and how Sudan represents a potential market for current operations as well as for successful future expansions. Upon the agreement and understanding of all board members for the new business needs, the CEO has called for a meeting with divisions’ mangers to keep them posted with the new project that CCP bank is about to INITIATE


During the meeting, the CEO expressed the bank’s intent of initiating the project within two months at maximum, and thus the Planning department, with strict coordination with other departments, specially accounting, legal and finance, must immediately start in preparing the necessary documentations to be presented to the board of directors in the next meeting after 25 days in order to get approval on a high-level budget summary which shall be accommodated in the project charter later. As part of the business case and the feasibility study, estimation documentations shall be prepared as follow


Conceptual estimates for 8 to 9 storey-high building. In this concern, the CEO has directed the Planning Department to present a rule-of-thump estimate by collecting previous project data from the accounting records (Organizational Process Assets). After discussing the Terms of Reference, which will be included later in the project charter, the meeting has concluded to follow the ANSI Standards by adopting the term “Order of Magnitude” as the name of the conceptual estimate instead of Rule-of-Thump. In the Minutes of Meeting, it has been further registered that the estimate accuracy range, acceptable in accordance with ANSI Standards, is -30/+50

Moreover, and after brainstorming efforts, the attendants have agreed to solicit information through benchmarking consultant firms and/or by direct visits to obtaining historical cost information for some bank headquarters recently developed in Khartoum area. These headquarters are; National Bank of Egypt, Alsalam Bank, Byblos bank, UCB bank, Qatar Bank and others. The ASSUMPTIONS made was that these banks represent generally accepted criteria for CCP bank’s stakeholders in terms of architectural appearance and size

The agenda-item of the Conceptual Estimating has been finally concluded in the minutes of meeting by stating that the planning department shall submit a single point estimate along with the probability of underrun/ overrun as per the historical costs collected from other banks, and that, within the next Review Meeting, before final submittals are prepared, the conceptual contingency amount will then be discussed and calculated in accordance with calculated probabilities of overrun. The CEO has made a side note in this regard stating that top management is generally RISK AVERSE and therefore he expects that a properly calculated contingency is likely to be approved and included in the high-level budget summary/funding
