This configuration of portal frame is used to resist the wind load where you can not add side bracing.
usually the section of the column will consist of the main portal fram column and another welded/bolted section to the web of the main portal column (I prefer to use full section and weld it to the web of the main portal column)
in that case ( and that is the conservative method), I will design the main portal column as part of the main portal neglecting the inertia of the secondary section (the welded portalised frame column) and the longitudinal wind load (wind along the ridge line)
then I will design the portalised frame on its own weight and the amount of wind load that is transfered to it throught the roof bracing
usually in your design you have to design for the strength limit state and serviceability limit state, so you have to limit the lateral drift of both the main portal and the portalised frame to a certain limit according to the envelope you are using.
for example if you are using metal cladding so the limit of the lateral drift would be H/100 , H is the eave height.
